All 12 SOOS Internet-Drafts are targeting Datatracker submission by July 11, 2026 — one week before the meeting. This page tracks submission status and explains how to engage with the drafts before and during Vienna.

What we are bringing

Twelve Internet-Drafts specifying the infrastructure layer for governed agentic AI systems — covering intent declaration, kernel attestation, human escalation, governed execution, policy enforcement, mandate delegation, progressive trust, audit records, sovereign objects, and federated privacy.

The drafts are organized into five stack layers. Each draft is self-contained and can be reviewed independently. All build on existing IETF standards: JWT, SCITT, VDAF, CAEP, SSF, OAuth 2.1, RATS, and others.

How to engage

Review the drafts. All draft text is available at soosproject.ai/drafts with links to the live Datatracker pages. Individual draft pages include the abstract, key schema fields, and normative cross-references.

Raise issues. The canonical location for issues and discussion is the soosproject GitHub. Open an issue against the relevant draft file. Issues raised before July 11 will be considered for the Vienna submission versions.

Discuss at Vienna. If you are attending IETF 126 and want to discuss any of the SOOS drafts, the best path is to open a GitHub issue or reach out via the contact on the about page before the meeting to coordinate.

Review the gap analysis. The gap analysis documents all 19 governance gaps the SOOS drafts were written to address, with explicit references to existing IETF work. Feedback on the gap framing — whether gaps are correctly identified, whether existing work addresses them more fully than we assessed — is particularly welcome.
